Community School District Two Math Achievement in Schools with a majority Black and Hispanic student population

 

 

Background

The percentage of District 2 students eligible for free lunch has dropped since 1999 at a much higher rate than the city student population as a whole.

Math tutoring services in District 2 range from pricey private tutors to affordable Chinatown tutoring schools. Some PA/PTA's fund afterafterafter school tutoring in traditional math and test prep sessions.(Among them some that raise upwards of $500,000 per year for their schools)

 

It is important to consider that District is 34.0% Asian, a far greater  percentage than citywide (11.9%) A large percentage of the District 2 Asian families are eligible for free lunch. However, District 2 Asian students are receiving, in spite of limited resources, traditional math education outside school.

 

A large percentage of the black and Hispanic students in District 2 are eligible for free lunch.  Schools in District 2 with a 50% or greater blackblcak and Hispanic student populationpopultation all have high free lunch eligibility. In the majority of those schools students are doing very poorly in math, and up until this year (2002) scores were declining in almost every grade tested. We know anecdotallyanecodtally that far fewer poor black and and Hispanic students receive outside math tutoring, than their Asian counterparts.

 

In 2002, remarkably, scores went up across NYC in every grade in every district on the citywide CTB-Math test given in grades 3, 5, 6 and 7. (overall citywide score increase: 3.6%, to 35.3% passing, still an appalling performance level) NYC performance on the 2002 NYS CTB-M: 4th grade scores remained flat at 52% in both years, 8th grade math scores improved, rising from 22.8% in 2001, to 29.8% in 2002.

 

It is interesting to note that 22 out of 32 districts showed greater improvements in math on the citywide exam than did District 2.

RESULTS: Score improvements and declines are dramatic and irregular, with an overall large total improvement. Very large DECLINES in   tracked cohorts except two starting with 4th & 5th grade in 1999 Questionable large score increase in grade 4, 2000-20001, in grade 6, 2001-2002, and in grade 8, 2001-2002.
