ELIZABETH CARSON
DRAFT September, 2002
Community School District
Two Math Achievement in Schools with a majority Black and Hispanic student
population
Background
The percentage of District 2
students eligible for free lunch has dropped since 1999 at a much higher rate
than the city student population as a whole.
Years........1999..2000…..2001
District
2...53.2..48.7...46.9
NYC..........75....74.4...73.2
See:
http://www.nycenet.edu/daa/01asr/
Math tutoring services in
District 2 range from pricey private tutors to affordable afterafterafter school
tutoring in traditional math and test prep sessions.(Among them some that raise
upwards of $500,000 per year for their schools)
It is important to consider
that District is 34.0% Asian, a far greater
percentage than citywide (11.9%) A large percentage of the District 2 Asian
families are eligible for free lunch. However, District 2 Asian students are
receiving, in spite of limited resources, traditional math education outside
school.
A large percentage of the black
and Hispanic students in District 2 are eligible for free lunch. Schools in District 2 with a 50% or greater blackblcak
and Hispanic student populationpopultation
all have high free lunch eligibility. In the majority of those schools students
are doing very poorly in math, and up until this year (2002) scores were declining
in almost every grade tested. We know anecdotallyanecodtally
that far fewer poor black and and Hispanic students receive outside
math tutoring, than their Asian counterparts.
In 2002, remarkably, scores
went up across NYC in every grade in every district on the citywide CTB-Math test
given in grades 3, 5, 6 and 7. (overall citywide score increase: 3.6%, to 35.3%
passing, still an appalling performance level) NYC performance on the 2002 NYS
CTB-M: 4th grade scores remained flat at 52% in both years, 8th
grade math scores improved, rising from 22.8% in 2001, to 29.8% in 2002.
It is interesting to note
that 22 out of 32 districts showed greater improvements in math on the citywide
exam than did District 2.
See summary report http://www.nycenet.edu/daa/2002math/
District 2 schools, with 50%
or greater combined Black and Hispanic student populations
Note: 4 of the schools
reported below have closed or moved to another superintendency (IS 70, PS 151,
HS 887, and HS 894)
Math Scores reflect city and
state CTB-M exams administered in grades 3-8, 1999-2002
Cohorts tracked with yellow
and grey highlight. School’s scores that fall below scores of similar NYC
schools, are highlighted in blue.
Similar schools are defined
as those having a similar percentage of students eligible for free lunch, a similar
percentage of tested special education students, and a similar percentage of
English language learners. Note that race is not entered into the equation, so
that for example, a disadvantaged black student’s performance is not distinguished
from a disadvantaged Asian student’s performance.
